As an Indian citizen living in India, need traveler's check in foregin currency. PLEASE help me.?

I need to travel to Europe, need foregin currency cash and traveler check. How much is allowed and can I buy from any exchange place OR do I need permission from Reserve Bank of India to take foregin exchange out of India. PLEASE HELP!!!!!!!!!!!!!!

2. Go to American Express or Thomas cook offices in India and tell them how much you want the travellers' checks for and deposit that much money in Indian currency and they will give you Travellers' checks. Make sure to take your passport, they will need this to endorse on your passport.
