Why the Indian Government is not bringing back the more then 70,00,000 Crores INR black money in Swiss Banks?

Reports says more then 70,00,000 Crores Indian Rupees in Swiss Bank . More then Half (50%) of the Total Worlds black money is from Indians in these Banks. Whose money is this? Still then why the politicians are not bringing the money back to India? Which party is responsible for This? What should the people of India do? Can this money be utilised for the benefit of Poor Public of India? What steps can be taken. Suggestions highly welcome

1. because of international laws and be in mind ,all the money not in our country bank to get easily and Swiss Banks want keep there secrets
2. Who will bring the money back is the main issue. It's possible that some politicians from Indian govt. themselves might have swiss a/c. Then why they will bring money back to India.
3. The Congress party has been in power for nearly 60 years since independence. The money belongs to these politicians themselves. Why would the thieves try to bring back their own loot. People need to vote them out of power.
4. They can't. Swiss bank will never disclose it. Switzerland is not a member of United Nations and hence not abide by the UN guidelines. Second, most of the money in Swiss bank is of politicians, mostly rather all are belongs to congress party and the same party is ruling party so congress will never do it.
5. who is keeping the money in swiss banks--Politicians from all the parties, political parties,ruthless industialists,smugglers,black marketers and beurocrats. They onlly are ruling us.Why will they try to dig their own grave?We indians are too innocent and naive.We are ruled by buchters and looters. Even british werebetter than these bloaks.No matter what media does--this money will never come to us.
6. first of all, the report claiming the amount of money (which was even discussed in the parliament) was a dubious one, second- getting money from swiss banks, using anti money laundering laws is a big PITA, third, there will be no political will for such an action for obvious reasons..
7. this is quite not possible as swiss banks speciality is nt to disclose bt if they ask for some specific a/c details it can be given upon pressure by some countries also many politicians themselves have swiss a/c which stores there black money which comes from many scams in india
