Are Indian banks and insurance companies allowed to invest outside India?

Are Indian banks and insurance companies allowed to invest outside India? Couldn't find much information on this, so any links etc will be helpful. Thanks.

1. A similar question came in this years SBI PO exam... I think they are allowed by a new bill... I wrote this as an answer there, so I hope this is correct :)
